Q: What is the process for removing it so that it should not damage the wall ?

The seller states that if should not be used on a painted surface. However I have used it for short time lengths, like hanging Christmas decorations on a painted wall. I started on the top corner and slowly and gently stretched and peeled the tape off, I had not problems with the paint coming with it.

Q: can this be used on composite decking outside to hold down plastic straw rug?

I am going to guess and say yes based on my experience using it to secure a small area rug to a very slippery varnished hardwood floor. This tape is really quite thick, and very sticky. I also used it to secure a brass bell to my outside brick wall. Am sure, in time for numerous other uses.

I can’t say if it will work underwater or not. This is extremely strong tape. I damaged my plaster walls when removing it. Now I only use mine to hold down carpet padding. I do not recommend it for walls because as I mentioned it can easily damage them.
